Sketch of the School: China Central Agricultural Broadcasting and Television School (hereafter refers to as CABTS) was founded in 1980. It is administered by the Ministry of Agriculture and jointly sponsored by 21 ministries and commissions of the central government. CABTS is a comprehensive education and training institution of farmers integrating multiple functions of education, training, technological extension, science popularization and information dissemination. It is also an education and training school of farmers at multiple dimensions and through channels and modalities based on means and media of radio, television, satellite network and the Internet as well as textual and audio and video materials, computer courseware and Internet courses. In 2003, with the approval of the staffing office of the central government, CABTS was given another title as Farmers's Science and Technology Training Center of the Ministry of Agriculture. With 28 years of development, CABTS has become an education and training arena with well-established school system, rich media resources for education and training, flexible and diversified approaches of delivering education and training and special features of courses, which has generated broad impact on the society and is warmly welcomed by farmers.
Administration System: CABTS is jointly sponsored by a number of agencies. It is founded by the 10 ministries and commissions as the Ministry of Agriculture and the Ministry of Education. At present, the sponsors of CABTS has expanded to 21 as the Ministry of Agriculture, the Ministry of Education, the Ministry of Organization of the Central Party Committee, the Ministry of Finance, the National Development and Reform Commission, the Ministry of Human Resources and Social Security, the National Family Planning Commission, the General Administration of Broadcasting, the State Forestry Administration, the Poverty Reduction Office of the State Council, the Central Committee of the Chinese Youth League, the All China Women Federation, the Central Committee of the China Democratic Construction Association, All China Industry and Commerce Association, China Science Association, the Central People's Radio Station, China Central Television Station, China Association of Agronomy, and etc.. The sponsors jointly established the leading group of CABTS, which is concurrently chaired by the vice minister for agriculture while the deputy heads of the group are shared by the leaders of the sponsoring organizations. The president of the CABTS is concurrently the Vice Minister for Agriculture who takes charge of the work of science and technology in the Ministry of Agriculture and the relevant director generals of the sponsors concurrently serve as the vice presidents. CABTS is not only an education and training institution, but also a public service platform targeting at agriculture, farmers and rural areas of the joint sponsors.
School Operational Mechanism: CABTS system consists of one central school, 39 provincial schools (including land reclamation, forestry and forestry industry), 346 branch schools at prefecture (municipal) level, 2,124 county branch schools and 12,000 teaching stations at township and village level. It has 100,000 full and part time instructors. Based on the CABTS at various levels, 1,863 farmers' science and technology education and training centers have been established. The Central School is the dragonhead of the national CABTS system; it is responsible for nationwide plan of farmers' education and training, delivering universal majors and courses, provision of guidance and management for farmers' education and training and providing media resource to education and training. The provincial schools are responsible for formulating regional plans for farmers' education and training, offering majors and courses of local features, providing education and training media resources of local characteristics and administering the schooling records of students. The branch schools at prefecture (municipal) level are responsible for developing implementation plans of education and training, training of coaches and organizing assessment of exams. County agricultural broadcasting and television schools take the charge of recruiting students, establishing instructional classes at townships and villages and delivering education and training. The national CABTS system is not only an organizational system for farmers' education and training, but also a strong force that can be rapidly mobilized and used to cope with public emergencies in the field of agriculture.
Instructional Means:The major instructional modality of CABTS system is distance education and training in villages and farmer households. CABTS delivers education and training via radio and television and has produced over 1,300 types of radio and television instructional programs totaling about 2,000 hours. Each year, it has 152 hours of air time in the Early Bus to Prosperity of the first set of programs of the central people's radio station and 550 hours of air time in the Land of Agricultural Broadcasting of the seventh set of programs of the central television station (CCTV-7).
CABTS has produced over 320 types of various textual instructional materials, it publishes newspaper of Agricultural Broadcasting and Television Education and a magazine of Farmers' Science and Technology Training. The Agricultural Education Audio and Video Publishing House affiliated to CABTS produces over 1 million CDs each year.
It has developed a satellite distance education network that has basically covered the entire country. It has built and owns a satellite distance education and training network consisting an independent head station and 500 reception stations with the satellite special network permit issued by the national information industry ministry, which delivers over 2,000 hours of training.
CABTS hosted the China Rural Distance Education Network (www.ngx.net.cn ) and 33 provincial schools of CABTS have built Internet websites with the unified domain, forming an Internet platform for rural distance education in China, through which, information about training and education of farmers is released and the work of the CATBS in the country is coordinated. It fostered information-based management of rural distance education.
CABTS has equipped the county and provincial schools with 150 vehicles for the use of agricultural science and technology education, training and popularization, with media of agricultural technologies, information and reference materials, as a moving classroom. Trainers use the S&T popularization vehicles to get into villages and farmer households to deliver training, play training programs, coach farmers and on the field consultation. According to statistics, one set of S&T popularization vehicle can offer direct training to 50,000 farmers annually.
CABTS has carried out trials of Farmers' S&T Library set up at village level that provides free S&T knowledge, practical technological materials and posters to farmers. The Library is also used to play agricultural production technology audio and video materials to farmer and provide lectures and coaching. Over 3,000 Farmers' S&T Libraries have been established.
In recent years, CABTS has gradually build up over 7,000 village loudspeaker broadcasting stations with an audience of 5 million. The initiative is well received by farmers.
Through the modality of trainers, media resources and talents outreaching villages, CABTS has further carried out training at village level and in farmer households, which is closer to farmers and rural areas and brings convenience to farmers. It has become one the most effective education and training mechanisms of fostering new-type of farmers.
Education and Training
CABTS delivers education with formal diploma to farmers and agricultural technicians, with the purpose of fostering practical talents who will stay in rural areas and serve rural development.
